String Frezee Exception: Auto-suspend disclaimer

Hello everyone,

we’ve been made aware of a EU regulation that takes effect in May 
(before the next Plasma feature release) that requires us to show a 
warning that disabling the automatic suspend will result in increased 
power consumption.

Therefore, I'd like to request a string freeze exception for [1] and [2] 
to ensure that our hardware partners can continue to deliver our software.
