String freeze exception request for Plasma

Hello translators!

I'd like to request a string freeze exception for 
https://invent.kde.org/plasma/xdg-desktop-portal-kde/-/merge_requests/320. 
This fixes a VHI priority Plasma bug caused by some code being 
accidentally removed earlier in the dev cycle. Adding it back in a way 
that offers a good UX requires introducing two new strings:

"Open with <command>%1</command>?"

"Open"

As I am not subscribed to this mailing list, please use "Reply All"
