About message locations

Hello,

I’ve been contributing to the KDE ecosystem translations for nearly a year. There are some parts that I was not able to locate the translations for, in particular:

- KDE neon installer translations
- KDE neon update installation feedback text during boot (Installing Updates)

Also, it looks like there is no easy way to apply localised percentage mark without jumping through some hoops. For my language (Turkish), the percentage sign precedes the number, but AFAICT it’s not possible to do this directly with .po files. I ended up using no width space for all the percentages I’ve encountered so far, and filed a bug report for Turkish. Where to report this (component-wise) as a general enhancement? Ideally, all percentages should be formatted automatically  according to the locale with something like a `.localized()` modifier or something.
