Migrating Pology to Python 3

Awesome!

I think https://invent.kde.org/sdk/pology/-/merge_requests/7 is ready 
for review.

I have cleaned it up a bit, so it only contains the results of 2to3, 
CMake changes, doc changes, Python changes that 2to3 did not catch, a 
minimal set of tests, and CI configuration.

Thanks everyone for your feedback and help!

I will still be available today and tomorrow all day in case further 
changes are needed, so if you have not tested everything you use yet, 
please do so as soon as you can.
