File kdevelop-5.6.2.tar.xz does not contain a docmessages kdevelop.po file

The file kdevelop-5.6.2.tar.xz on https://download.kde.org/stable/kdevelop/
5.6.2/src/ does not contain the kdevelop.po in docmessages to generate the 
translated documentation or why are the generated documentation files not in 
that archive?

How does one get the translated documentation for kdevelop when entering 
help:kdevelop in Konqueror or KRunner? How is a distribution meant to get 
these documentation files from KDE?
