kio-sieve translations should go

Done, thanks. When the files were removed (August) I've disabled the
extraction of the strings but I forgot to remove the files.


After the next scripty run, in a few hours, the translations should disappear.
I guess we can remove the dependency on KDocTools then? Can we do that also
for the stable branch (which will affect Gear 22.12.1)?
