Review process for translations

Hi Thiago,
thanks for the insights into your teams workflow.
Sending PO files is one thing I would like to get rid of because if I
receive a file and do not have the time to check and upload it
directly, it might get lost. With phabricator I can check weeks or
even months later and ping the author again. Of course with
phabricator the diff stored there is useless for PO files once the
original file changes a bit. ... But well, that's why I want to get
away from it ... :D
Regarding being notified about commits, I really miss commit filter. We
used that back then to be more open to "just commit" strategy because
it was easy to keep track of what went in.
