You can find some hints here:

Please wait for our coordinator to ask you to translate some minor part to be 
sure that you do not break translations. ;)

Meanwhile, please register on https://identity.kde.org/ for an account to 
commit translations. The current Kazakh translation is Cyrillic-based so you 
might want to switch it to Latin.
