String freeze exception

Hello folks,

I would like to request a string freeze exception for 
https://invent.kde.org/plasma/plasma-workspace/-/merge_requests/599. 
This MR contains one new string and restores a feature removed from 
Plasma 5.21 that can now safely be re-added to avoid annoying existing 
users.
