KDE neon problem of sys updates offline fail

I'm sorry to hear you're having these issues. Normally I would direct 
you to a more appropriate place to report them, but in this case I'm 
sorry to say I would recommend you discontinue use of KDE Neon and make 
plans to transition to another distro — perhaps even Tuxedo OS for an 
easier transition. KDE Neon is expected to wind down operations soon, 
and there don;t appear to be resources to troubleshoot and repair issues 
like these.
