Both instances of the wrong language (install on the left, lock screen on the
right)

Some elements are being displayed in the wrong language for me during and after
the Manjaro KDE Plasma setup (see screenshot). They are displayed in German
despite the chosen OS language being English. One of the elements displayed
wrongly is the the date and time in the lock screen. The other is part of the
installation process (is that a KDE thing or a separate issue?).

There are two explanations I can think of with a reasonable probability:
- During install, the installer (rightly in my case) defaulted to German. I
switched it to English. Perhaps some things were accidentally kept out of the
language change?
- I only switched my OS language. I kept keyboard layout, timezone etc as
German(y). Perhaps, those things are shown in German based on those settings?

Strangely, for the image on the left, the first explanation would seem more
likely, but for the one on the right, I'd favor the second explanation. I tried
changing time zones to see what happens and the option that was displayed for
Germany was written with an English example, and it also said "English
(Germany)". However, changing the format to that (hitting "apply", of course)
and restarting does not fix the issue. The language for the date is still
German.

In my case, the issue is minor, but if it also appears for locations where
different alphabets are used, that might be a problem.

STEPS TO REPRODUCE
1. Have the setup default to German (I'm guessing you can make that happen
using a VM?)
2. Change OS language to English, but keep date formats etc German (keyboard
layout can probably be changed so you can use the OS?)
3. (change time zone to "English (Germany)" and re-log / reboot to give the
change the chance to take effect)

OBSERVED RESULT
One line during setup and the lockscreen date will be displayed in German
despite the OS language being English.

EXPECTED RESULT
If the system language is changed, every part of the OS should default to that
language - particularly during the installation process. Had I tried to install
my OS in Korea, I would have had no idea what that line said. The date is just
an inconvenience, but given how often that screen is seen, it's a very
prominent one.
