Yes, it's exactly the same file that I have (md5sum matches:
b2636a22c235b3ae92a632a2d4967326). This file however contains the correct
translation ("An:"). Since everything else is translated correctly I'm pretty
confident that the file is loaded.

Yes, I see the same version number as you (seems the latest kde4-l10n package
didn't built in the build service:
https://build.opensuse.org/project/monitor?blocked=0&building=0&dispatching=0&finished=0&project=KDE%3ARelease%3A48&scheduled=0&signing=0&succeeded=0
). But that shouldn't be much of a problem.

Forgive me for this question: But did you try to restart your machine after the
upgrade?
