Err, no:
$ kde-config
kde-config: command not found

There is kde4-config, but no luck with that either:

$ grep "Bis:" $(kde4-config --localprefix)share/config/kmailrc
grep: /home/xxxxxxxx/.kde4/share/config/kmailrc: No such file or directory

So, kmailrc is now kmail2rc, but:
$ grep "Bis:" $(kde4-config --localprefix)share/config/kmail2rc
$

No hits.
