Moving KTouch localised data into kde-i18n

There currently is a discussion on the kde-edu-devel mailing list
about the increasing size of that module.  Most of that size is
due to the inclusion of language-specific data in kdeedu itself.  For
KTouch, the situation is the worst.  There is 16 MB of such data in
CVS for KTouch alone.  It has therefore been suggested that it would
be best to move these to the respective kde-i18n subdirs.

I am mailing you basically to ask your approval to move the KTouch
data into those modules.

The data is 3.7MB for German, and 2.4MB for French.
