Looks weird indeed. However, before we declare it an example for the abuse of 
other controls to simulate tab behavior, we should find out whether those are 
indeed other controls. Who knows, maybe the tab control has some weird 
parameter somewhere which allows such stunts.

David, could you tell us which controls are used there?
