[kde-guidelines] Git repository for source files of the HIG

I created a few .ui files for the Form_Label_Alignment page. Rather than 
keeping them on my hard-disk only after creating screenshots, I created a 
"kdehig" git repository to store them. You can get it with:

	git clone git at git.kde.org:scratch/gateau/kdehig

If you think having this repository makes sense I can ask for it to be made 
more "official".
