We do have a repository for the top-level directory (which has a lot of 
history btw). If you want, we could update the relevant CMakeLists.txt there 
in the future. As all packages should compile standalone, I guess this file 
will only contain ADD_SUBDIRECTORY.

You are the packager, there are no guidelines yet that I know of, so tell us 
what you need ;-)
