D18225: Open configuration section of KSirK manual instead of its index when pressing 'Help' in the config window

REVISION SUMMARY
  Now when you choose "Settings -> Configure KSirK..." then press "Help" button KHepCenter opens KSirK docs index instead of the corresponding section.

TEST PLAN
  Start KSirK, choose "Settings -> Configure KSirK...", press "Help". Configuration section should be opened (KF > 5.51 needed)
