Since there's no magic by which we can know/link to all versions of all apps 
in a single query in bugzilla we're using the SC version for FIXED-IN (of 
course there's always people that don't care/do mistakes/etc).

For apps that I maintain that do not share the SC version numbering I usually 
say the app version that was fixed in the commit log that thanks to the BUGS: 
keyword also ends up in the bug itself.
