I'm not sure that anyone was arguing that reduced download sizes were
a reason to switch to per-app repos. I don't see how thirty-some
single application repositories could be smaller than one repository
containing thirty some apps (regardless of whether the binaries were
internal or external). Although, I guess in bandwidth restricted
scenarios, one might choose to clone only certain repositories instead
of the entire module.
