Yes, this is (presumably) fixed. It was a bug not a volunteer cheat :-)

Some known problems are listed here:

But the main problems are that the current AI, taken from xfrisk (a C 
implementation) is not well integrated into the game, does not use formal game 
AI algorithms and is purely tactic with no stratefy: at each turns it chooses 
the action that will allow it to gain a country or a continent, with no idea 
how to win the whole game and with no idea of its current goal. Also, it does 
not try to guess the other players strategies.

So, the KsirK AI is a completely open problem that you'll have to rethink from 
the beginning.
