I've done it, it is bug #234070 (https://bugs.kde.org/show_bug.cgi?id=234070).

But I did not notice that other applications are not affected: the
name/description seem to be switched only for games. for example
KStars menu entry is correct.

The entries are inverted also in the new style menu.

I experimented a bit, and noticed that if I try activate the "Display
by name" option in this new applet, the first time I try it crashes,
the second around it works. But then, Kstars name and description
roles are reversed, while all the games roles are not.

PS it turns out that the plasma menu singles out games and reverts the
name and subtitle for those, and it's done on purpose...

This however puts those using the simple menu in a position where they
cannot win -- unless the simple menu can undo the logic there too. The
"descriptions" only selection would still be problematic though. So
some cleanup would to the generic names would still be useful.

I'll try to do a further review of the current generic names keeping
in mind the current situation, and I'll keep you all informed.
