Features will be allowed again on HEAD once the KDE_3_1_BRANCH is created, 
which will be a little bit after the release of KDE 3.1.

If you'd like to develop new features now, you can make your own branch and 
put features there.  Just make very sure not to make commits of new 
features or strings to the HEAD, but just to your branch.  A popular name 
for temporary feature branches is "make_it_cool".
