I've recently got the same issue, though I'm building my packages locally via
poudriere. What helped to solve this is that I rm'ed all KDE and Qt packages
via e.g. rm q* kf* *plasma* *kde* in the poudriere package directory then did
force upgrade via pkg upgrade -fg.

Most likely some package depends on some Qt header compile-time and the
PORTREVISION wasn't bumped for the dependent ports to cause a rebuild.
