Missing restart buttons and the like suggests that Plasma can no longer talk to
polkit -- I saw a post "somewhere" just recently that
`security.bsd.see_other_gids` and `_uids` plays a role here, but it might just
be that polkit is getting its configuration messed up by the upgrade.
