Update math/py-pygsl to 2.6.4

All three failed ports are leaf ports:
* math/rubygem-rb-gsl will be marked broken and scheduled for removal, upstream
repo is archived.
* math/p5-Math-GSL will be marked broken. Newer version requires Math-Alien-GSL
instead of Alien-GSL, the former is not in the ports.
* math/py-pygsl will be updated to the latest release 2.6.4 with support for
GSL 2.8.
