Panels can also fail to appear after initial installation.

I installed KDE Plasma on six different VirtualBox VMs which had clean
installations of FreeBSD 15.0. On three occasions out of six, no panel appeared
and I had to run plasmashell --replace.

Unfortunately I could not figure out how to make this bug reliably
reproducible: there was no obvious difference between what I did those three
times versus the other three installations where the panel appeared on first
login.
