I think that the /proc/net/dev spam is unrelated.
I think that there is a simpler explanation.
Looks like RtNetlinkBackend is not even compiled on FreeBSD (because it can't 
be) and NetworkManagerBackend doe snot work either.
So, network plugins of ksystemstats just cannot work on FreeBSD.

I guess that in the older "KDE" the plasmoids that I had could use something 
else to get network stats.
