I'm closing this because plasma5 has been superceded by plasma6. If the problem
also exists in x11/plasma6-plasma-workspace/, please file a new PR.

For what it's worth, I had intermittent bouts of this -- plasma5 on 13-STABLE
with SDDM starting to a black screen, **but** I could alt-space (so enough
desktop was running to get krunner) and then start konsole, and from konsole a
plasmashell. I never did debug it, and hope it's gone with plasma6.
