Same problem. KDE 6 on X11 and spectacle shows me

An error occurred while taking a screenshot.
KWin screenshot request failed:
The process is not authorized to take a screenshot
Potentially relevant information:
- Method: CaptureScreen
- Method specific arguments: "DP-0"

As a workaround I mount linprocfs instead of procfs:

linproc                 /proc           linprocfs       rw      0       0

Also, looking into kwin source,  I see

export KWIN_SCREENSHOT_NO_PERMISSION_CHECKS=1

could help.
