So what's the progress? We're still seeing issues with this treewide and just
passing this will not override what's being defined in the CMake scripts so
unless we want to use some elaborate scriping we're back to square one.

I'd also like to highlight that we still have ports in tree with this issue
maintained by people active in this PR so it is an issue...
