Whatever my issue was, deleting all the qt6- ports (plus wireshark) then just
reinstalling wireshark got all the packages installed properly, including all
those that had failed to upgrade with staging errors when updating via
portupgrade.
I am always loathe to try the "delete and reinstall" approach lest it not work
and I be left without some tool I need, but in this case it solved whatever
weird problem I had.
It was not a build-out-of-order issue, since the things that should have been
updated first were updated first without problem. But it's clearly not an
issue with pkg-plists or other such problems.
