I have the same problem (with nondefault options), for some reason
'enable_ppapi' is false in the build, leading to sandbox.mojom not generating
that enum constant[0]. So either our patch using that constant[1] should also
be conditionalled there or it should be investigated why that flag is false for
some builds, as the official builders don't have that problem.

I can share poudriere buildlogs if wanted.
