tossing off fixing python27 as it was EOL.

... while I feel for python27, it seems the dependency ultimately kde's
dependency is the more salient issue to focus on.  Either:

1. we remove or migrate the dependancy from the qt/kde chain, or;

2. we resign ourselves that python27 should build until such time as point 1
occurs.

... and this is independent of python27's current broken-ness.
