It is since I installed this 13 for desktop use, só I can not help so very much
about the issue history
I can say that I have ntpdate_enable="YES" in rc.conf so the OS time is ok, but
kde desktop not and I don't understand what kde do not pick the system time if
the same tz as in OS is set
what Tobias wrote about the persistence clicked button for automatic time
setting is another issue, I remember well and it was fixed at least for Linux
