I think in principle you are right. But this is probably the misunderstanding
between us.

The upgraded devel/py-sip v5.4.0 (in the changed behaviour of the SIP
framework) does not install a
/usr/local/lib/python3.7/site-packages/PyQt5/sip.so anymore. This is how the
conflict disappears.
