I think you shouldn't delete /usr/local/etc/os-release. This file is installed
by the sysutils/etc_os-release package or port
https://svnweb.freebsd.org/ports/head/sysutils/etc_os-release/pkg-descr?revision=HEAD.
It is enough to do the following:

portsnap fetch extract
cd /usr/ports/sysutils/etc_os-release
make deinstall reinstall clean

Or do the same with a package.
