If www/qt5-webengine 5.12.2 is installed, building 5.13.2 fails with multiple
errors.

I suspect the fix is to get the build to look in ${WRKSRC} before ${LOCALBASE}
for include files (-I options).

A workaround is to delete the old version of qt5-webengine that is currently
installed in ${LOCALBASE}.  But this should be fixed to not require users to do
that.

A build log showing the failure is attached.
