No, I don't have qt5-l10n installed; it isn't pulled in either by x11/kde5 or
devel/qtcreator. After installing it, I **do** have multiple language options
and can change them. Although the zh_TW translation isn't very complete.

In any case, for the OP: install misc/qt5-l10n and then you do have other
languages available for qtcreator.

Closing as works-as-intended, although really it's
works-once-necessary-package-is-installed.
