Standard, USES=compiler:c++11-lang.

Note that even though this port is compiled with USE_CXXSTD=gnu++98, it still
requires new compiler:
  The compiler feature "cxx_decltype" is not known to CXX compiler

  "GNU"

  version 4.2.1.

Tested on powerpc64 and amd64.
