Yes, this file is installed:
> $ pkg which /usr/local/lib/qt5/plugins/arkpart.so 
> /usr/local/lib/qt5/plugins/arkpart.so was installed by package ark-18.08.1


Variables:
> [x at x ~]$ echo $QT_PLUGIN_PATH
> 
> [x at x ~]$ echo $XDG_DATA_DIRS
> /usr/local/share:/usr/share
> [x at x ~]$ echo $XDG_CONFIG_DIRS
> /etc/xdg:/usr/local/etc/xdg
