In short: mixing KDE4 and "KDE5" is not supported.

If you are using KDE Applications 18.x you no longer require the localization
packets for localization -- they are included in the application ports
themselves, and therefore conflict with the kde4 localization packets.


I have a review open to make the conflicts explicit -- excluding the files does
not make any sense. People who are using a localized kde4, and libkcddb-kde4
require them.
