Please don't reassign kde@ tickets to individuals

Hi Kubilay,

The KDE-FreeBSD team (that's effectively Tobias and myself, right now) have 
shared ownership of the PRs against KDE, and our workflow uses some bugzilla 
lists against assignees. When PRs are re-assigned to individuals (e.g. 234138 
just now) they get lost from our shared workflow, and this is kind of 
confusing.

We'd like to ask you *not* to reassign kde@ PRs, if that fits in your workflow. 
That way we can keep better collective track of what we're doing.
