Hi Hannes,
You may want to look at the KDE4 packages in the plasma5/ branch of the area51
testing repository. In there, kdelibs is up-to-date (as in, 4.14.24) and KDE4
applications have been tracked up to a point.
We're just about through the long slog to getting some of kde5 into the ports
tree (that is, KDE Frameworks 5), after which you may see some KDE4 updates.
However, the core team is not committed to keeping KDE4 up-to-date when KDE
Frameworks 5 (+ all its dependencies and Plasma 5 and Applications) take up
all the available maintainer's time.
There's a discussion to be had (separately) on this list: what to do with KDE4
applications that have a KF5-based successor.
