Introduce Uses/grantlee.mk

Usage: USES=grantlee:<args>
ValidArgs 4 5 and 4,build respectively 5,build

Effect: 
	1) GRANTLEE_VER-plistsub is defined.
	2) if 'build' is set, then also SHLIB_VER is defined
	3) else LIB_DEPENDS gets setup to the right port. 

This should make it unecessary to update ports depending on devel/grantlee and
devel/grantlee5 respectively everytime they are updated themselves, by simply
providing the PLIST_SUB necessary for the plist via grantlee.mk.


Ports that previously had 
	LIB_DEPENDS=	libgrantlee_gui.so:devel/grantlee
	PLIST_SUB=	GRANTLEE_VER=0.5
should be modified to 
	USES=		grantlee:4
and drop the PLIST_SUB.
