Add concurrent to USE_PYTHON

Hi,

While I'm trying to figure out to properly install PyQt4 for python 2 and 3,
there's devel/py-sip which can be fixed quite easily with simply adding
"concurrent" to USE_PYTHON.

Would you consider doing that?
