libdbusmenu-qt*: Put the bzr snapshot version in PORTVERSION.

0.9.3 has not been released, everyone has actually been using Bazaar
snapshots for Qt5 support. Make it clear by setting a variable called
SNAPSHOT_VER and using it in PORTVERSION.

This also allows us to stop hardcoding the snapshot version/date across the
Makefiles.
