I worked around this error by forcibly deleting the old version
installed and reinstalling cleanly. Probably, the build is picking up
something from the old version.

pkg delete -f quazip
make -C /usr/ports/archivers/quazip/ clean
make -C /usr/ports/archivers/quazip/ install clean
