[kde-freebsd] porter's handbook update...

Hi,

I'm currently reviewing the handbook, and I'm at the qt/kde bits, could
someone take 5 minutes, read these

and tell me what's wrong / outdated / missing ?

(I'm not asking for you to go and make a patch to the specials/chapter.xml
from the handbook, just a review of the current content.)
