kopete-kde4: Disable staging.

I guess we depend on the gecko team to enable staging here:

    ERROR: "/usr/local/kde4/lib/browser_plugins/" in WEBPLUGINS_DIR is
    either a typo or no longer exists. Please, file a bug report to
    kde at FreeBSD.org (maintainer).
